Check whether the caller may finalize setup

GET 
/v1/setup/finalization-access

Authenticated-operator route. Reports whether the calling operator may finalize the in-progress setup saga (default-tenant provisioning) via POST /v1/setup/finalize, or claim recovery of an unusable binding. Read-only: never mutates the coordinator or emits an audit event. Returns 409 setup.already_completed once setup is complete, and 503 setup.finalizer_state_unavailable on a coordinator/lifecycle lookup failure.
